		<description><![CDATA[I really don&#039;t know the specifics of this case, but having worked in North Dakota as a social worker, the charge is not unbelievable. It has often been common practice for social services agencies to circumvent the merit system to get whomever they want. The Merit System is often used only because it is legally required, but the decision is pre-ordained. The joke among a lot of workers is that 90 percent of the jobs are filled before a (merit) register is even asked for. One example that I personally witnessed was in Barnes County about ten years ago when it was announced by the retiring director who was getting the job even before interviews started. That&#039;s just the way the system works in North Dakota.]]></description>

Thank you so much for the wonderful article &quot;Ordahl Clan Retraces Family Roots.&quot;  The Grafton and Edinburg communities opened their doors and their hearts to us (all 23) as we discovered so much about our North Dakota roots.  Both communities were kind and accommodating.  We especially would like to thank Bernice Flanagan, who was invaluable in helping set up our day in Edinburg.  Also, thank you to Harold &amp; Alida Flom who opened their beautiful home, formerly owned by Nicolai &amp; Bessie Ordahl.  We were free to roam all three floors and many recalled childhood memories in that house.  Thank you Trinity Lutheran Church for the reception and information about the Ordahl family.  Thank you to the ladies at the Federated Church for the lovely luncheon.  Thank you to the Grafton Lutheran Church for opening your doors and welcoming us.  We are all so impressed with your small town hospitality and kindness.  A final thanks to Todd Morgan, Editor, who spent the afternoon with us and then wrote an informative and memorable article about our visit. MSPB even engages in falsifications, criminal offenses, to attack pro-life whistleblowing. OSC and MSPB thus endanger the American people.  This is all done with Federal Courts and the Dept of &quot;Justice&quot; as a brazen accessory to the crimes.]]></description>

I have been involved in construction for many years and grade is always set by the architect, but does the Water board set grade. Then of course the water board could install a culvert four, six,eight or more feet deep then the road grade, and then install another culvert a half  mile or more away at the same elevation, then deepen the ditch culvert to culvert.
Using this logic one or more of the county boards could dredge a ditch, or road ditch deep enough to bury a train, and then the board would say,&quot; WE HAVE THE LAW ON OUR SIDE&quot; and theres nothing you can do about it, unless of course you want to hire an attourney and take us to court. Seems that some boards have a bit of an arrogant attitude.]]></description>
